The importance of quality child care and its influence on early childhood learning are well established. High quality child care sets the foundation for children to thrive in school and in life. It keeps children safe, promotes good health and nutrition, and establishes positive relationships with other children and adults.
Quality child care also supports parents as their child’s primary teacher. It helps parents succeed as workers by providing them with the peace of mind that their children are safe and secure while they are working. Quality child care is critical in assuring kids receive a good start in life.
Whether you are in the child care business or a family member interested in providing quality child care, FRRC is here to support you. We have information, educational programs, professional growth opportunities and support staff to assist you. Our programs are designed to enhance child development.
Any licensed child care provider who chooses to be part of the Resource & Referral database will receive child care referrals at no cost. If you would like to be included on the database, please call (209) 461-2908. (Click here to see the guidelines we give parents regarding referrals.)

Licensed and non-licensed providers can benefit through our child care funds. We assist eligible parents by paying for their child care. Annually, almost 10,000 children in San Joaquin County receive child care through our resources. This means that nearly 5,000 families who would have had financial difficulty paying for child care are able to work or attend school as a result of these resources.
This funding is made available largely through the CA Department of Education and Federal Temporary Aid to Needy Families (TANF) for CalWORKs Child Care.
